1970 ford 4000 water in power steering fluid

I just puchased this tractor and i am seeing water in my power steering fluid...I flushed the old fluid ....I'm seeing the water again...I flushed the fluid again and will check for water later... I checked the seal on the cap and it looks good...there is a leak at the steering column but it's hard to believe rain water could be getting in there... Has anyone else had this problem? On a separate note the previous owner put universal hydraulic fluid in the power steering unit.... should the fluid be actual power steering fluid or auto transmission fliud?
 
Before I bought my 3000 I don't believe it had ever been stored under any kind of shelter, it had water in everything that contained fluid. Took a couple fluid changes to get rid of all the water. Pretty amazing how rain can seem to creep into places one would never think.

That's funny, my '73 4000 with S-O-S transmission was stored outside for at least the last 10 years before I bought it, and I still store it outside 9 years later, and I have never had any issues with water in any of the fluids.

It's because unless your tractor or crawler or whatever is stored inside a Climate controlled building, it will rain INSIDE the housings a few times a year.

UTF should be fine in the power steering system on your tractor.
