Ford golden jubilee revs. To high.

i just bought a ford jubilee, all seems to work well, have brushogged a few hours with it. it seems to surge a little when running free, but runs steady when under load. i think it revs up to high when the throttle is wide open, it revs enough to basicaly bypass the govenor. any help on why this might happen is appreciated. PS. i'm new to the site, and have other old tractors as well, and am sure i may be helpful on some thing and need help on others , thanks in advance to everyone.

it revs high enough the governor doesn't need to kick in to maintain the rpms when extra load occurs, such as a patch of heavy grass when brush hogging.
 
On that engine, the governor is directly linked to the carb throttle shaft/arm by a link between gov arm and carb throttle arm. Your hand throttle to that gov arm by a spring. The gov could be worn out, but you can gain some knowledge of its function or lack of same, by placing your hand on that arm & moving it such as to increase engine speed. It should try to counter your hand's force, i.e., move in direction to slow engine speed. If that is all well, then you may need to adjust gov/throttle linkage. If the gov reaction does not exist, then a gov re-build may be in order.
