Ford 4100 Draft/Lift Control Stuck

My project 4100 has a frozen lift control shaft (I think). I'm getting nowhere with the online parts lookup. It looks like there is a shaft (lift control) inside a tube (draft control). At any rate the shaft won't move inside the tube although the tube rotates freely. Any tricks or insights? I'm assuming that the quadrant won't come off the transmission without freeing it on the inside, is that true?

Any help is appreciated!
 
First off, the quadrant is attached to the hydraulic top cover, which is on top of the rear axle center housing, not the transmission. Second, the top cover (large metal piece with quadrant, upper lift arms and seat attached) can be removed with the quadrant attached to the cover.

I would pull the top cover and spray a good penetrating oil like Kroil or PB Blast at both ends of the shaft/tube assembly a few times a day for several days to see if that will free it up. If that doesn't work then heating it with a torch might be necessary.
 
If I take the top cover off, does it lift straight off, or is there something inside that needs to be disconnected?

If you bought this as a "project tractor" then there are going to be a lot more questions like this that you could easily find the answers to in a service manual. The I&T FO-41 aftermarket service manual is only $26.95 here on Yesterdays Tractors:
