What is this stuff on this rim?

Repairing a corroded rim during a flat repair. Had leaking tube with calcium.

Cleaning around the valve stem hole, I thought I was getting into some sort of black iron oxide, but it looks more like it was some sort of filler. Seems metallic. About as hard as the steel. The stuff surrounds the hole except for that bright patch to the right where I got down to steel.

Now what?

It's a real heavy build up of rust, grind it all off and paint the bare steel, I've been able to get some to break off using a ball peen hammer.
 
OK, thanks. Have never seen exactly that. Almost looked like a repair/fairing putty, like on yachts and other exotic items...Fords, etc.
 
Judging from its location, around the edges, not needing repair,
I would agree it is probably rust/oxidation.
Were it putty used as repair in a location that needed it, I might
think it was the fast setting (6 minute) JB Weld. It is black.
 
I used a hammer and chisel to clean all that scale off the last rim I did. Loud & Messy but faster than grinding.
 
Got it done, down to base metal, primed, remounted tube and tire.

Now all i have to do is figure out the calcium question.

Please let's not do the calcium discussion here....it's been hashed out elsewhere.
