Ford 4600 power steering cover Torque specs

Right side of the power steering , its in the column. That cover has 10 bolts that are 9/ 16 . Does anyone know the amount of torque that they should be tightened down to. This is my second attempt to stop it from leaking. Paper gasket plus yellow permatex didn't hold but a week. It is not high pressure behind it, but has some pressure. Any body got a solution to make this my last time to keep it from leaking. Thanks
 
As Rick said, that cover sees a lot of pressure. Make sure the bolts are in the correct location, as those 10 bolts are 3 different lengths - if you got a long one in a short hole, there's your problem right there. It wouldn't hurt to double check the bolt torque a day or two after you install it again. Use the OEM gasket without sealer.
