Ford 1700 3 point stopped working

So got a call from a guy today. He has a Ford 1700 that he was using to brush hog with and had the center link pin come out so he drove back to his shop to get another one. Put another pin in and started the tractor up and the 3 point would not lift. It has fluid so that is not the problem. I hooked up a pressure gauge to the system and it has zero PSI no matter where you move the lift control. Pulled and cleaned the relief valve and still nothing and when running and the relief valve out NO oil comes out. Tried to prime the system by putting air into the dipstick hole and that did nothing.
Have the I-T manual but it is not real clear as to what might be going on other then it says things like linkage or unloader valve so maybe some one here has ideas as to where to look

There is a washable screen filter where the suction line connects to the rear axle housing. If you remove the bolt from the banjo fitting you will know if the oil is flowing through the filter.
