1710 rear wheel spacing

I want to spread my rear wheels to make room for chains for winter use. where do I measure from to get the measurements shown on the chart in the owners manual? I assumed the mold seam in the center of the tire would be accurate, but I get 44.5 in. rather than 47.8 as shown in the upper left diagram on the chart in the owners manual first picture. The second picture shows my wheel/ rim setup. I plan to change to the diagram on the lower right that shows 49.6 in. I have no problem as to how to make the change as I have done it on other tractors in the past, I am just confused as to why my measurements don't agree with the chart. The first picture is the chart the second is my current setup and the third is the mold seam line on the tire that I measured to. I am just looking for the added 1 in of clearance between tire and fender and really don't care about the actual measurement but would like to know what I am doing wrong when measuring. One guess as to why your measurement is off from the manual is that possibly they aren't the original rims and/or centers, and so the offset is different.
