Is my 1969 ford 2000 too fast for a water wheel planter?

I just leased 10 acres for crop production. I know I can do just about all I need with my 2000, but is it too fast to plant with? Or run a tiller? Thanks

If you have a 4 speed transmission with a h/l you should be able to run a 5 ft tiller fine,
You need a slow gear to operate the tiller properly,

Also like ultra dog, what is a water wheel planter, could you post a picture?
 
It should be fine for either if you have the dual range transmission.

Much too fast for either if you have the basic 4 speed transmission.

I ran a 6 foot tiller behind my 3000, 4 speed with hi/low and it was just on the verge of being too fast at 540 PTO. It worked but would have been better if I had one more gear. In a few places I had to feather the clutch to really let the tiller do it's job.

Once commonly called a tobacco setter but more accurately called a trans-planter as it was used to plant growing plants, hence the water/chemical tank.

The shifter in your picture shows that your transmission is a straight 4 speed with no hi/low, so it would be too fast to run a rototiller except in the softest of soils. I'm not sure what kinds of ground speeds the water wheel planter needs, but if you're concerned about being too fast then that tractor probably is too fast.
