Ford 640 Throttle Response

Recently rebuilt carb on 640. Throttle shaft packing was a bit snug around the shaft. Made some adjustments but I'm not having any throttle response in the first 1/4 to 1/2 of the throttle lever. Adjusted the governor after this but no change. Wondering what could be the problem.

disconnect the gov from the carb. do you get engine rpm response manually operating the carb butterfly?

re-connect the gov.. manually operat the carb butterfly.. does governor try to pull you back?

is there play in the arm to the carb from the gov. play will be taken up before the carb butterfly can move.
