Ford 7700 - Won't max out RPMs

I purchased a real nice 7700. 4900 hours. Runs and sounds great. No smoke, no sputter. Just will not climb above 1750-1800 rpms. Runs and works fine. Just will not wind any higher. PTO rating is 1950 RPMS for 540 output. Any thoughts on this?
 
you checked it out with any kind of electronic tach to make sure that the tractor's proof meter is accurate?
 
Check throttle linkage to make sure it's fully bottomed out on the high idle stop. Check the oil in the injection pump while you're at it.
 
Hi as others have said you need to check the linkage for travel against the high idle stop. then if thats ok the speed of the engine/ pto or even both with a hand held (preferably) laser tack for operator safety, the clock could be out for some reason as said.

I have also seen a few pumps where guys wound the high idle screw in a few turns on tractors, then they don't rev so hard wide open on the throttle. My Dad runs our brush mower just under 540 pto on the clock for some crazy reason he has in his head. it could be it was set low for something like that, or a set speed at wide open throttle in a certain gear for some reason.

It's a used tractor and anythings possible with farmers using it, or even with hired drivers that somebody wanted to slow down, so maybe they didn't abuse and wreck a machine.
