I had a hell of a time with the power steering on a 641 that I bought a year or so ago. when I bought it the PS was not working. The valve on the column was leaking bad. Oh it has a loafer too, well I replaced the steering column and still no power steering. Pulled the valve cleaned it no go. replaced the pump, noda, ended up being the cylinders, replaced them and it works like a charm. Good thing, I had a complete working unit so no cash spent lol.
I have never seen the cylinders go bad and not work at all and not leak

Only one cylinder has to have an internal leak past the piston seal for it to not work altogether. The cylinders are driven in parallel, so if one leaks by, then all of the fluid goes that route since it is the path of least resistance, sort of like a short circuit in an electrical system.
