172 Governor

I have a 861 with a non-functioning governor. I pulled the sheet metal and front axle bolster off. The
governor appears to be fine (improved roller model) and the linkage is in good shape. The roll and taper
pin were whole/not sheared. I compared rod lengths with another 172 and are very close; to the best of
my measuring ability. I reviewed the calibration/adjustment procedure in the manual and it is pretty brief
with little insight.

The engine has been apart before from evidence I found pulling the timing cover off. What am I missing?

Any ideas are greatly appreciated before I put it together.
 

You will first need to tell what you heard, felt, saw, or tasted to tell you that the apparently good governor is not working. In addition I suggest that you go back to the adjustment procedure in your manual. I found it to be very concise and adequate.
 
Sorry. At a hand throttle greater than 10-15% down RPM's max the tach. No
throttle governing by loading engine with brakes at mid RPM range. I will
reassemble and revisit the factory procedure as detailed in the manual.
