Ford 800 Hydralics

I have a Ford 800 built in 1956. It has sat in an outdoor shed all winter. I started it and notice the hydraulic lift arms were touching the ground. I moved the Touch Control lever and nothing happened. They remained all the way down. Am I doing something wrong or is there something wrong?
 

First, pay no attention to Jammie. Tyis is typical of his responses to everyone. Next check hydraulic fluid level. If fluid is up to level on dipstick try bleeding the pump. The bleed screw is an allen type screw on top of the pump.
 
If it does not help bleeding it, the dump valve may be stuck, sometimes it can be freed by lifting the arms up to the top and dropping them. But you most likely will have to pull the lift cover to get it freed up.

On level ground the lower arms should not touch the ground, even at the lowest setting of the lift controls, so something is wrong in the linkage between the upper lift arms and the lower lift arms. Or else the upper arms are lowering too much, which is near impossible if the lift cylinder and dog bone are in place.

Sounds like the dog bone has dropped out of place from its place in the cup on the upper lift arm shaft.
 
That could be one of a number of problems. Lost prime or control valve stuck or unloader valve not free to work as it should.
