Ford 5200 hydraulic question

I just recently acquired a 1973 Ford 5200 flat deck diesel with narrow front. There is a draft control lever behind the platform near the top of the axle. Anyway, mine is linked to the same shaft as the 3pt raise/lower lever. When you move the 3pt lever - the draft control lever moves as well. Does anyone have a pic or can describe how this is supposed to work? I am familiar with fords as we have a 7000 flat deck & a 5000 utility but I cant figure this one out & I don't have a repair manual yet. pics would be much appreciated if anyone has any. Thanks!
 
If I remember right, the one shaft is hollow and the other runs through it. If they're both moving, there's probably rust inside making them stick together.
 
On a 5200 the draft control lever should not be linked to the lift control handle the two shafts do not go one inside the other. The later x600 tractors used the hollow shaft with one inside the other, but not the thousand series. The linkage between the draft control handle and the actual pin that it turns goes very close to the linkage for the lift control handle so something might be worn and/or out of place so that the two linkages are interfering with one another.
 
that is what I was thinking.....this tractor was abused, so I have no idea the history - I think someone threw it together half baked. a pic of the proper linkage hookup would really help if anyone has one. It is going to be a long restore process on this one & I am not familiar with the hydraulic setup on the 5200's. I appreciate everyone's comments to help figure it out.
 
I bet you are correct on the ruse I just dixed one last week.
Dont worry about the plastic bushing on each end of the shaft , a little play will keep it from rusting back. I dtilled a small hole ot the one U fixed to alow a little PB blaster in now and then
