Hi, long time reader 2nd post. Question I've got is how to tell if governor is working. It's adjusted according to the manual.
 
One simple way to see if the gov is working is start it up and idle it down as much as you can then grab the carb linkage between the gov and the carb and try to open the butterfly of the carb up to speed up the engine. If you feel the gov trying to slow the engine back down good chance the gov is working.
 
No reaction to grabbing and pulling compensator rod. Adjusted rod more (lengthened it). Now it will hold closer to PTO speed. Up an incline it will drop rpm about 300 and slowly pick up. This is with a 5' finish mower. Not sure how fast governor should respond. Thanks for any input.
 
You may have to open up and rebuild your gov. With it at an idle you should be able to grab the carb linkage and try to open it up but have to push and hold pretty hard to do so if the gov is working as it should be. The gov springs maybe bad broken or weak or other such parts bad in it
