Please help, won't turn over.

New Holland problem. Please help. This is a diesel TC30. It will not start. Problem is electrical because the starter will not turn the engine over. I was thinking it was one of those safety switches but the seat switch, brake switch, pto, and neutral mode switch all check out. The battery is known to be good. When you turn the key the dash lights up. There is power to the starter. What is stopping it from spinning the starter?
Is there another safety relay?
 
You don't give us much history. Is this tractor new to you and when you got it it was like this?

Or have you had it a while and it was working properly and just started doing this?

If it has a manual transmission have you tried pull starting it?

It could be that the engine itself is seized, or the starter is bad or has a bad connection to ground. I don't know how easy it is to pull the starter on that model, but if it's not too bad to get it out I would pull it and take it to an automotive parts store where they can bench test it for you.
 
Make SURE the transmission is in neutral, and then run a hot jumper wire straight to the start post on the starter (this could be easier said than done). If it turns over then, your problem is in the circuit between the key switch and the starter. As you have already pointed out, there are many components in that circuit. You'll have to get a wiring diagram out and start double checking all of the points along the way. I'd suggest the use of a test light instead of a meter. A meter will sometimes give a false impression of power when there isn't any. In fact, use a headlight bulb as a test light if you can. The more load you can put on the circuit during testing, the more accurate your testing will be.
 
Hi Bern. Yes I did use a light to test the 4 safety devices. Next will be your idea of jumping the starter. Good idea. BUT....this thing was running and starting just fine. It stopped and after waiting a while it restarted right up. This happened more and more frequently, until now, it won't start at all. Low hours on this tractor and has not been abused.
