2100rpm - 2500psi
2200rpm - 2550 psi

It has pump on trans and engine changed filters on both did not help

I'm guessing worn main pump and/or blown seals in pump. With the right adapter, pump flow can be checked directly for proof.

It could also be a sticky spool in your priority pack, but my money is on the main pump.

Thanks where would you get a flow meter
checked spools they all slid out easy but the oil had a metalic look to it in the sun light

The pump on the engine provides supplemental flow to the remotes through the combining valve. The main pump provides sole flow to the hitch
and primary (control) flow to the remotes. The tandem (rear) section piggybacked to the main pump provides clutch circuit pressure and
pressure lubrication oil to the transmission.

I would wager that you have two bad pumps... usually a stuck combining valve will yield zero pressure at all speeds.
