I have a 4000gas 4cyl.
Sometimes the starter button works, sometimes not.
I assume it's either the button or the solenoid.
How best to determine which?

If it's the original safety starter switch on the top of the transmission, then it could be the safety interlock with the shifter that only allows it to start when in neutral. When it's not working properly try wiggling the shifter to see if that helps.
 

Ground the small S terminal on the solenoid. If that makes it work every time, the solenoid is OK. Even if it doesn't do you hear the solenoid click every time. If so you've likely got problems deeper in the starter.
 
First make sure that the transmission is neutral and then do as Larry suggested and use a piece of wire to ground the small S terminal on the solenoid. If that allows the starter to spin each and every time then the problem must lie in the wire from the solenoid to the starter switch, within the starter switch itself, or within the mechanical safety interlock.

If grounding the small post on the solenoid does not help then use a jumper cable to jump the battery hot post directly to the starter. If the starter spins every time then the starter itself is good and the problem is most likely in the solenoid or the heavy cables from the battery to the solenoid or from the solenoid to the starter.
