pwr steering reseal questions on 3000 ford gas

I have a friend that has a gas 3000 that needs some work..power steering fluid leaks up around the steering column when it runs.., how involved is this and where do you get your parts for this from..does it run from the main hyd as they said the 3pt stopped working to....also the carb needs a kit in it..what types of carbs did they use?..lastly it hasn't got the cover for the air filter but they cant get the filter out by pulling on it either..does it just pull out or is there another way that it comes out...thanks for all your help... its a 1970 model by the way
 
The power steering has its own pump and reservoir and is completely independent of the 3 point hydraulics.

The original carb was a Holley, but Zenith replacements have been available for a long time now so you would have to look to see which it has.

The power steering fluid coming out the top of the steering column is a common problem. Use the "Search" feature on this site to find many discussions on that issue. Basically need to pull the steering column and replace the upper thrust bearing and rebuild the control valve. If you are going to do that you should pull it completely apart and replace the lower thrust bearing as well.
 
Click on the link below for a Google search on this topic. Hit some of the links and do some reading. I suggest you replace both the upper and lower seals in the column. Too often guys replace only the the upper and then they're right back in there when the lower one goes kaput.
Also, go through the hydraulic block. They get rust and crud in them. Dissasemble it, lean it out and reassemble with light grease. Replace both Orings. There is a procedure for tightening and 'staking' the upper nut. Get a manual and read it. It is not a hard job. Requires basic wrenching skills.
As Sean said, your PS and lift issues are unrelated.
