3400 steering issue

New to me 3400 with loader, power steering works, but the response seems delayed and then it over corrects. Wallows all over the place going too far left and then too far right. You can't get it to just drive straight. It doesn't have that much wear in the visible parts, this is in the power steering parts. Ideas on where to look? Thanks.
 
While I'm not that familiar with that system it sure sounds like air is trapped in it somewhere.
 
If I had to guess...
Someone was into the column and did not
Stake the nut #21 in the photo.
There is a procedure in the manual for properly tightening and staking it that must be followed.
If the nut loosens the steering will act like you describe.

Just looking at the cylinder and hose diagram; is it also possible that someone has the right and left cylinders reversed so the hose inlet/outlets are on the bottom, trapping air?

That power steering system will purge any air out after cycling the steering back and forth from full left to full right and back a few times, even if the cylinders were positioned so that the hoses entered from the bottom. There might be a little left in the system at a dead spot after that, but it shouldn't effect the operation the way that the OP has described.
