4000 w/SOS, PTO brake

I have a 1967 4000 SOS with independent PTO (T handle right of the steering wheel). The PTO starts up as the tractor does. I have my 6' rotary mower hooked up and the blades spin whether the tractor is warm or cold. With no implement hooked up I can stop the shaft with a board if I push real hard. This is a haying tractor so I am concerned about safety obviously. I've searched through the archives and I can't discern the actual problem. Can anyone tell me what to fix and how? Thanks!
 
Your tractor has no PTO brake, what you are experiencing is "normal" and there is no fix.
 
If you have to push against it real hard with a board then you might be able to make it a little better by adjusting the PTO cable according to the procedure in the manual. If the cable adjustment doesn't help then the clutch plates are probably a little warped and replacing them would help, but as Rick said, it is normal for the PTO shaft to spin on its own whenever the engine is running, but with new clutch plates and a properly adjusted cable it shouldn't spin a rotary mower with the handle pushed in and it should be fairly easy to stop it with a board when no implement is attached.
 
like already said no PTO brake so it will free spin even when its turned off.

That said, yours may need adjusted. My pto on my SOS will not free spin with my brush cutter attached
 
The only way to "fix" it is to set the bearings for the clutch pack to the high end of the specs for preload. Then, with the engine at idle and the tranny warmed up, it should stop with nothing attached. Once you rev up the engine, all bets are off.
