ford 9700 changing fuel filters

am ford newbie. changed both 3166 fuel filters. did not pull full shut off on injection pump as stated in service manual (not in cited in op manual). when i moved fuel lift pump lever no fuel moved into primary filter. loosened fuel inlet from tank into fuel transfer pump. no fuel. blew into into that fuel line. not obstructed. fuel system has two tanks. top one above engine & auxillary next to left door on cab. fuel runs into auxillary (bottom) and is pulled out of lower tank. if i did not pull fuel shut off is that what causes my prime to lose ? do i now have to fill both tanks to regain fuel to fuel transfer pump. if not how do i get fuel to transfer pump ? txs
 
Do as Bern says. Then if you still have trouble make sure the filter top outer groove does not have an O ring in it. That's the filter inlet, made lots of service calls to correct this mistake. CAV filters flow different so they don't have this problem.
 
added 30 gals of fuel. then had fuel to fuel transfer pump inlet. then primed primary filter, secondary filter, inject pump and cracked all injectors. was alot of moisture in old filters and injection pump. started and it ran very fast and would not go to lo idle. checked hand throttle & foot throttle aok. added stanadyne fuel conditioner. let idle for 5 minutes and it slowly decreased idle to normal. stopped and started again aok. not sure why it idled so fast. does fuel shut off act as check valve to not allow fuel to drain back to tank ? txs
 
Fuel shutoff has nothing to do with fuel return. Sounds like cam is rusty inside keeping the skate wheel cage from sliding to control speeds, damage usually caused by lack of proper cambox oil service. Can take out the bearings too. Last one I repaired needed both bearings, weight assembly, return springs, and lots of internal cleaning.
 
dieseltech - so you are saying that ford manual said to pull fuel shut off out to ensure that motor would not engage ?
 
Not sure I understand what you are asking. Yes, with the stop pulled out the engine will not start as the fuel rack is moved to no fuel position. Stop has nothing to do with the fuel returning to the tank.
