Axel assembly removal, 4610

So I've gotten this far and the assembly doesn't seem to want to slide out any further

It appears that the differential ring gear is coming with it, is something in the diff lock linkage that I need to release to get the axel assembly removed?

I can't seem to get my photo to upload, the axel assembly has slide out about 4 inches and stopped,

No. Just keep shaking it. I would lift and lower it to see where the sweet spot is, try and center it, then pull out. If it's the left one... watch out for the diff landing on your feet.

i got the assembly off, replaced the 3 brake discs and have the axel assembly back together.

It is sitting on the wheel end vertically.

Should the axel assembly housing be able to turn around the axel at this point. It seems like if the weight is on the wheel hub and it stays still the assembly should be able to rotate but it does not.

Have I over tightened it?
 
Those brakes have to run in oil. If they're dry that would probably cause things to grab. as long as you didn't remove the axle shaft from the housing I can't see what else could have been buggered up as long as you assembled the brakes correctly with the correct number of plates for the housings you have...
For safety sake I would probably disassemble the brakes again, inspect, then oil on assembly. Usually the housing will want to roll around when it's standing on the axle flange... much to the point that it's miserable to deal with.
