Ford 8000 power steering issue

My 8000 is steering funny. When I first start it, it steers fine. But after awhile at all RPM there is no power steering until you turn the steering wheel half way or quarter turn then it seems to kick in and work again. It seems like it goes in and out. Is this the power steering pump? Or sometimes else? When the power steering went out on my TW 30 it just quit all together, which makes me think this might be something else?
 
I dont believe it is the filter. I took the old filter out and tried it, and the same thing is happening.
 

Well, since it turns the wheels sometimes, there must be adequate flow and pressure, so that leaves the steering motor under the steering wheel. They are expensive, but I believe that there are rebuild kits.
 

Before tearing into that motor there are tests that you should do. You should get a manual in order to do those and to be able to repair the pump if that is what the tests indicate.
