7710 Ford lift problems

I got a new to me 7710 Ford. Hooked up a 6' bush hog to it and lift worked good setting still. Pull forward and it surges up and down about 6" to a 8" up and down as you drive stop and it stops.

Anyone ever heard of anything like this?
 
Lower the arms and move the system selector lever forward a few notches. It's set in 'Load Monitor' right now and that's how it behaves. It senses driveline torque and raises and lowers the hitch in response to torque. Probably 3 notches forward will put it in 'position control'. Don't depend on the lever to be properly sync'd to the quadrant either.... Just move it ahead until it behaves.

The Hyd selector is in load monitor position. The selector lever is to the right of the pto lever. Push forward to next position and that put in position control which will be where 3 point will be used the most.
