3cyl pop off valves in air cleaner piping?

So I was at an auction last weekend and saw a 2110 and a 3400 (3cyl gassers) - both had a weird little pop/blow-off check valve thingies sticking up on the carb inlet tube, about 2" from the coupler to the carb about 7/8" diameter and 1&1/2" high. one was painted (like the rest of the tractor, about 15 coats of brush-on industrial yellow). The other looked a little like that flow meter I've seen on diesel truck air cleaners that tell you when to replace the air filter.

The tractors were from different owners so I doubt it was added on..... was wondering if this was something later than my 68 for when the motor pops to keep the piping from blowing off.
 
It will cough occasionally but not enough to mess with the tubing.

The heavily painted one was banged up and reminded me of the blow-off-valve on my old Chrysler turbo.

The 3400 looked like it had the red,yellow, and green stripes of the air cleaner/restriction monitor.
