841 Diesel injection pump

I recently purchased an 841 diesel not running. The previous owner had been attempting to work on the injection pump and thought the regulating valve was missing but when I looked it was there. I have had the pump back on the tractor and it attempted to start after bleeding the system. I had the plug on the outlet side open to let air out but the injector lines still seem to have very little pressure but they are pulsing. One thing I'm unsure of is the pump timing. If anyone with more knowledge than me has any input I would appreciate it
 
You mentioned that the previous owner had the pump apart. First thing
I would do, is verify parts are correctly re-installed. This may be a
factor, as some components can be installed (clocked) in different
