Ford 2000 3-cyl power steering leak

I have a Ford 2000 3-cylinder with power steering. Later type gasoline tractor where the reservoir is part of the pump.Power steering fluid is coming out by the steering wheel and running down the column. It looks in the parts diagram there is a seal at the base of the column. Is this an easy fix? Do I need any special tools? Or is this a different problem? It steers OK when the fluid is full.
 
There is a seal at the top of the power steering controller that is leaking. It may be leaking because the brass bearing just above it has come out of its socket. I had to find a piece of pipe the right diameter to fit in the tube and over the shaft tight enough to catch the entire end of the brass bearing so it would go back in straight. Tap it in gently with your hammer, you don't want to swell the end of the brass bearing.

It requires the steering wheel to be removed too. Mine had to be ground in on 3 sides to nearly the splines, then an air chisel to split the pieces away from the splines on the shaft.
