Carb questions

Folks still working on my 1964 Ford 2000 tractor and currently rebuilding the Marvel Schebler TSX765 on it.
1) when choke is in normal operating position (choke not engaged) is the flap open or closed?
2) my choke disc has a cutout at the bottom? Is that normal or did a part fall off at some point?
3) On the throttle I have a small rubber gasket and a small metal retainer that is "supposed" to go on as well according to the diagram? Does the small metal go open side towards carb or away?
Will post pics of "issues" later and thanks.

3 - Open side towards the rubber packing. Don't tap it in too deep or it will squeeze the rubber and bind the shaft.
 
Folks I appreciate all the info and will help a lot.
On the rubber gasket that goes on the throttle arm, it has a lip that flares out on one side. I assume that goes towards the outside?
 
So attached is a pic of the choke disc on my Marvel Schebler TSX 765. Does this look right/supposed to have that cut out or is this choke disc on the wrong make/model carb or missing pieces?

Also attached is my throttle shaft with retainer and seal. I assume seal is positioned correctly? do I need to turn the retainer around so open flared end goes towards carb?

Finally there is no seal/gasket for my choke shaft in my rebuild kit? Is that right or am I missing a seal and without it will have a leak?

Yes you are missing the air valve on the choke plate. Stem, spring, and clip. Seal is correct but retainer needs turned around. Yes the choke shaft should have a felt packing seal. If the throttle shaft wiggles it needs replaced.
