Hmmm...kinda looks like this one!
Actually, that's the one I use to plow snow over at my folks' place. Does a pretty decent job, too. It does have the torque converter and shuttle shift. I'd imagine all tugs the USAF used pretty much had the same equipment by the '70s.
Here's a pic of a '62 621 ex-USAF tug that I took at a big tractor show here in central PA over the weekend:
