Update to 1964 Ford 2000 fuel problem

Folks I appreciate all the help on my issue and "hopefully" getting to the bottom of the problem. Replaced the vented gas cap, sediment bowl shut off valve below the aftermarket gas tank that was leaking as well as the inline fuel filter, the entire fuel line, and cleaned sediment bowl/screen at carb. Then turned around and drained the the carb itself and did the "check flow to carb with pint jar under 3 min" test. I did find that with the new sediment bowl shut off valve under the right side of gas tank that has a screen that goes inside the tank fuel level has to above the screen level to maintain a steady flow of gas to fill sediment bowl?
I'm still a little fuzzy on the "spark" test to ensure I'm getting the right spark to run but left my battery on all night so now gotta wait to recharge it before I can check the spark/electrical.
Hopefully I'll be up and running this weekend!
 
Does the new shutoff valve unscrew to turn it on or does it just rotate 90 degrees? If it just rotates 90 degrees, have you tried rotating it 90 degrees in the opposite direction to see if you get good flow with the level of the fuel in the tank below the top of the pickup screen? I think I remember reading from someone that some of those valves might have a regular "on" position and a "reserve" position like a shutoff valve on a motorcycle. That way when you have it in the regular "on" position and start to run out of fuel you switch it to the "reserve" position so you can get back to where your fuel supply is located.

Well it unscrews counter clockwise to release gas/ clockwise to turn off. However the handle does give directions for reserve tank and open w/ max of two complete turns. Now you got me wondering about the two sets of instructions on handle but will have to wait until tomorrow to look at it.
