Power Steering for 651 Ford

My Father-in-Law is in the process of restoring a Ford 651 tractor. He purchased the elements (pump, steering box, cylinders, etc) necessary to add Power Steering to this tractor. These parts came from a salvage Ford 651 tractor, but all parts appear to be in good shape.

Everything is mounted in place and appear to be hooked up correctly, but we aren't getting any power assist. When we unhook the cylinders and turn the steering wheel, the hydraulic cylinders are going the correct direction (based on the way the steering wheel is being turned), but they seem to be really slow. We've unhooked the oil return line that runs to the pump it seems to be pumping an adequate amount of oil.

Any suggestions on where to 'turn'? Thanks!
 
Even though its pumping oil with the line off it may not be making any pressure. Did the same thing on a
2000 row crop a few weeks ago. Someone had stole the pump off of it before I got it so I had a guy give
me a pump so I put it on and couldn't get hardly any power. Pulled the line off and had good oil flow. So
I went though the control valve and put it back on and still nothing. Put a gauge on the pump and had
flow but when I shut the valve on the test line it made no pressure. Opened the pump up and it was wore
somewhat. Put a different pump on and it works perfect. Sounds like the pump may be bad.
 
As 9000puller says, it could be your pump. Only way you'll know for sure is to put a gauge on it. Should read about 6-800 psi.
It could also be the control valve in the column.
There are some plungers, springs and balls in there that can get gummed up so it does not work properly.
Did you go through the control valve before you put the column on?
If not I would strongly recommend that you do.
There is a seal just above and one below the valve that frequently fail and it will start puking oil out under the steering wheel or filling the lower
part of the steering box with oil.
Best to do it before you put the tin back on the tractor.

Aside from them both using the same pump your system is quite different from his.
 
I'm thinking like UltraDog. When I put the PS system on my 660, I had similar problems. It turned out to be a broken spring in the valve. New springs and seals and it has worked perfectly since.
