distributor cap wobble

new distributor cap wobbles and noticed both cap clips had come loose while working the tractor hard, put the old cap back on and it fits a little snugger , no noticeable play in distributor shaft, it is firm with no play. Dust cap is secure underneath, could the rotor clip be the problem and need replacing?
 
Forgot to mention that old distributor cap wobbles a tad too after I put it back on but not as much as the new one does, I'm thinking either the rotor clip is problem or that both spring clips may need replacing
 
1963 Ford 4000

Rushed to judgment on it not having any play in distributor shaft, it does move side to side, didn't notice it when spinning it over but do now by grasping it and moving it by hand, checked my 601 and 8N and they are definitely tight compared to this 4000. Read somewhere that bushings can be replaced in these distributors to correct the loose play, if so how difficult is it and where can you get them
 
Verify that the cap is properly seated onto the dust cover and distributor housing.

It's a tight fit and, perhaps, the foreign made caps of today will not seat properly.

If you bought the cap at TSC,then that might be the problem.I have bought a couple there over the years and they just do not fit the same as others.
 
Dust cover is loose and does not fit
tight, put new distributor cap back and
pushed down as firmly as possible and
bushhogged 2 more hours and did not
wobble again and cap stayed snapped on
this time. I do want to proceed with new
bushings in the very near future as this
distributor shaft is not as tight as my
other two ford gas burners
