841 crank pulley

I'm having difficulty with my fan/power steering pulley. The pulley fits loose on the crank hub. The bolt and washer fit the hub but do not cover pulley. The loader sheave/hub bolts over the pulley and into the hub but does not secure the pulley. It is still loose and the bolts protrude far enough through hub to scrape the crankshaft oil seal. I did not take picture or the dissassembly last year and I may be missing something. any thoughts?

messed up on a picture. this shows the bolt and washer engaged but not securing the pulley from movement and the edge of pulley does not line up with edge of hub.
 
The pulley is bolted to the crankshaft hub first and is secured by the four lock washers and four bolts. The diagram at New Holland shows lock washers being used. Are you using lock washers with the bolts for the pulley? Perhaps buying shorter bolts also would help the clearance issue. It's not uncommon for bolts to get mixed up and misplaced. The last picture is of your loader hub(?) If so, then it only bolts to the crankshaft and would also retain the crankshaft hub but not the pulley. Hope this helps.
