650 Lift Arms

Hi all. The 650 3pt has never worked - the pump is shot and I won't know what else until I get that fixed ,but, as I've never owned a tractor before I have a question: I can lift the lift arms without any resistance and they fall back down freely - is this 'normal' when there is no pressure in the system or maybe a symptom of something else gone/going wrong?

Yep normal to be able to lift them and then have them fall back down. Power up gravity down so with out any power to them they will go up and down by hand
 
lift arms are on a rockshaft. rockshaft has a rocker and dogbone on it. the rocker, rockshaft and bone are an assy.

the hyd cyl uses a piston that runs free in the bore.

the dogbone rides in a cup on the top of a piston.

thus if you lift the lift arms, the dogbone slips out of the cup in the piston and slides to near the edge of the cyl, when you drop it, the dogbone slides back up into the cup in the top of the piston.
