64' 4000 Diesel rocker shaft oil supply tube

I've got some questions for the experts here. Should the rocker shaft oil supply tube be able to move side to side easily in the hole in the cylinder head? I'm thinking that the tube end seal is missing due the tube having alot of lateral movement. I've tried to remove the tube to investigate, but I can't seem to get it to pull out. Can the end of the tube be accessed through the side cover on the block? What are your thoughts?

If doesn't pull out easily after taking bolt and clip out don't worry about it. Usually takes pliers to pull out. Has seal on end and they get stuck over the years.
 
there is a rubber seal on the bottom end, and no bushings along the top, since the tube od is smaller than the ID of the hole you see it disappear into, then yes, it's perfectly normal to get it to deflect to either side. the fact you can't get it out tells you the seal is intact!
