4500 Diesel skipping and white smoke

I've replaced the engine and injectors on this backhoe. I'm getting white smoke throughout the throttle range, and it doesn't go away. I'm thinking it's a pump timing issue. When we put it back together, we set the pump at 0. Should I adjust it? Which direction?
 
Normally you set it to zero unless it was otherwise set elsewhere... It could be retarded fuel timing or could also be low compression...

I'm hoping it's not low compression since the engine is new. If I was going to advance it, which direction would I turn it?
 
If you will hang on, I'll go out to the shop and get the info from the manual for both position and direction. Later on today. Got to go
to town this am.
 
I &T Shop Manual for Many tractors in the 4000 series with the CAV pump say TDC, aka O degrees. My 3000 has the CAV pump and is siting on 0. Manual says the same pump drive gear is used on the 3000 and 4000 series.

Manual goes on to say that some folks like to tweak timing to get best response on a dyno but don't say which way to turn the pump. Would imagine advancing would be the way to go. I guess you could look at a picture of the gear train in the manual and knowing the direction the engine rotates, work your way back to the pump, or turn the engine off, set it one way and see how it accelerates. If you went retarded, the throttle response would be sluggish where advanced would be more responsive. Be sure and note that the engine has to be off when you loosen the pump to reset it as it is gear driven with a lot of torque, unlike a distributor in a spark engine.
