Ford PTO Lever

I was wondering if any could give suggestions on
what could cause a Ford tractors PTOs lever to
frozen? This tractor is 1953 or 1954 not sure been
told it's a 1953 by the owner, and been thinking
about buying it. However this problem with it makes
me hesitant, any advice would be apprecited.

could be as simple as seized handle in the cover, or more difficult like sliding coupler/shaft splines damaged.

does the pto have thrust play?

has the shifter cover been taken off?
 
I am not sure to any of your question the gentleman who owned it has passed away, and being sold by a son in law for his widow. What I know is from the family is the PTO lever was never used or needed by the owner just used box blade.

I just reread your question I did examine the pto did not notice any end play did free spin by hand. Is this good or bad, the pto lever cover seemed not to have been removed or that I could tell. By the way who prints a good repair manual, and where to buy?

hearing no thrust play, and that the pto was never used, mostly 3pt work, something is probably simply stuck.

repair manual... ford best, I&T fo-19 is thin but cheap and worth having.
 
Not uncommon for the PTO lever to not be used and rust in place and then not be able to be moved. I guess you know the clutch pedal has to be down to shift the PTO if it is running. Or some one has had the plate with the control lever off and put it back on wrong and the shifter is out of place which can happen on some models. Either way likely to be a easy fix. Even if it is a bad shift collar that is still not a real hard fix and not a super high $$ fix
