Leak driving me crazy

Good afternoon all

I picked up a Ford 250C (pretty much the same as a 4000 series tractor). After using it for a a couple of hours I noticed it spraying hydraulic fluid from what appeared to be the pto pressure test plug. I picked up a new bonded washer and put it on the plug, and fired it up. no more spray. I went to use it today and realized its not spraying because its weeping now, and to top it off I'm not sure now if its the plug or the gasket under the pump. Its not supposed to be under much pressure, so I'm surprised its leaking like this. Is there anything that could cause this?

If the housing is alum, and it looks like it is, check the bottom side, somebody may have really tightened that plug, and cracked the housing.
 
It was really cranked down.... I don't see any cracks in it, I suspected that but if it is I'll need to pull it to see the crack, its not visible as it is.
