Must be power steering. Seal for the column is at the top of the column so the whole column is full of steering fluid.....was on my 4600 PS that did that anyway. Seal leaking.
 
I assume that it has power steering? Sounds like the control valve is leaking. Does the steering wheel move up and down as you turn the wheel? If so, the upper and/or lower thrust bearings probably need to be replaced as well as rebuilding the control valve.

4600 had a different steering setup than the 3 cylinder 2000. The 4600 had the cylinder inside the steering column while the 2000 had 2 external steering cylinders, one on each side of the tractor parallel with the drag links, and the gear box in the steering column on the 2000 was filled with grease and just the control valve that sat higher up in the column had the power steering fluid in it.
 
Now that you mention it yes sir ree on the 2000. I had a 4000 4 cyl with it and it was like that recalling. I don't have my manuals
handy. Did they put the seal at the top of the steering column also? If so, probably a likely place to put it from a design standpoint.

There's a seal at the top of lower gearbox and then there's another seal above the control valve. When they leak out the top it's generally from the upper thrust bearing being worn, which in turn causes the steering column to be able to move up and down and then the seal finally gives out, so by the time it's leaking out the top you need to replace the seal and the bearing at a minimum. Most folks rebuild the control valve at that point as well.
 
I agree that his problem is the upper seal. A PS box is unlike a non ps box. The upper thrust bearing is lubed by the ps oil. You would have to run the tractor for a long time with No oil in the ps system for the upper bearing to fail and gave the rise and fall that you mention.
