ford 801 d stuck clutch

No luck with tieing clutch pedal down for two days . I removed starter to spray brake cleaner and looked under tractor there is a rectangle
inspection plate . I removed it and a 2 inch washer pretty thick fell out. It was bent over and broke on one end looks lke it may have had a
notch on the same side. This looks to be not good what is it.
 

That is part of an old starter drive. It is very common to find them in the bell housing. Try starting it in neutral to get it warmed up, then shut it off and start it in first, and drive it to the top of a grade, then shut it off and start it in 4th or 5th. and drive it around with the clutch in and hitting the brakes periodically.
 
Thanks i was ready to split the tractor . Thanks that makes me fell a lottttt better . I was looking at diagrams and did not see the washer it
was not there .
 
Another unstickem option is to lock brakes, put in gear, block clutch, and just keep bumping starter over a click at a time.
