Ford 1910 won't turnover

New starter, plenty of fuel, battery seems good. When key is turned nothing, no click, no hum. Checked battery with a charger and started charging to ensure battery was good and the starter immediately started whinning. Thought the leads on the new starter might be reversed but the connectors are different sizes to prevent connecting backwards.

Where do I start troubleshooting? Neutral switch in the trans? Broken wire?
 

Your post is saying weak battery, despite your statement of "seems good". This begs the question "what makes it seem good?" You need to check it with a load tester at your friendly local auto parts store, then go from there. It could be that the battery is not getting charged. Establish battery condition then post back.

I'm not sure what you mean by "whinning". Define that. If you mean what I think you mean, I'm guessing you have a bad battery as well. Get it tested properly to determine condition.

Thanks - the charger showed the battery was "good" but I attached the charger anyway to try to boost it some. As soon as I turned on the charger the starter started making a high pitched whine - like it was trying to run. Cables were connected to the battery not the starter! That was puzzling as the ignition switch was not engaged.
 
load test the battery.

check cable ends and connections.

check starter, especially solenoid function.

you can use your truck battery as a test.

If a battery has been dead for some time, hooking up a charger may not show much of a charge as the battery may be "done". Check/double check post connections as a bad connection can cause the same symptoms. Starter whining after hooking up charger, solenoid stuck?
 
Update - I used jumper cables to hook my truck up to the tractor battery. As soon as I connected the cables to the tractor the starter began whinning loudly. I felt it and it felt like it was spinning but not engaging the start gear.
Two issues:
1. why would it start tring to turnover just by connecting the jumper cables without turning the ignitin key? short somewhere?
2. if for some reason there is a short giving the starter power, why would it whine and spin but not engage?
