Ford 9600 rear wheel wear

I have a 9600 Ford with the rear axles that have the 2 flats on them. The wheel casting is held on with 2 u-bolts. When I loosen the u-bolts the wheel rocks from front to back. Apparently it is resting on the round part and the flats are not making full contact. Is the wheel wore out? Should there be an "air gap" between the wheel casting and the axle shaft on the narrow part between the 2 flats? When it is tight the "rock" is gone but I suppose under load it will move a little or am I just paranoid? Thanks!
 

Sounds like you may think that the two flats are parallel to each other, but they are not and maybe the wheel is 180 degrees out so it won't tighten. try loosening and turning half a turn.
 
Yes, without a doubt, the wheel is worn out. This is a common problem with those wheels when the u-bolts come loose. A very poor design indeed.

I know I'll get laughed at for this, but if it was mine, I'd buy about a dozen packs of JB Weld, get the wheel oriented as close as possible to where it should be, then lift it up and fill in the gaps with JB Weld. Set it down and let it dry overnight.

Clean the u-bolts and get them as tight as you can. Drive it around while stabbing the brakes and re-tighten the bolts. Keep doing this until the bolts stop moving.

You'd have little to lose except a little time and about $50 worth of JB Weld.
