When engaging the PTO after the tractor has been running a while (i.e. hot) AND the engine is at idle (600-800 RPM) AND hooked to the hay roller....the PTO MAY not start
turning. It does not do this if you bring the RPM up to about 1200 RPM. It does not do this when the tractor is not hot.

Is this normal AND/OR what is going on exactly?

Excessive internal leakage. Possible causes include:

Worn pump
Leaking pressure line
Clutch pack leakage
Rear support housing leakage
Internal leak in dual power (if equipped)
