No seal between new water pump and block on Ford 4600

I had to replace the water pump on our Ford 4600 Tractor this Spring. I went to put the new water pump on and tested it by pouring water in the upper radiator hose and it leaked. So I took it off and put some RTV on it and put it back on and same result...leak. I returned the water pump and got a new one thinking it may be warped....no luck it still leaked. I have put that water pump on at least 20 times now with the end result being the same...leaking. Could it be that the block is warped there? The old water pump didn't leak so I wouldn't think that this would be the issue but at this point I'm open to any and all suggestions.
 
It's been a while since I've had to do one of them.
But IIRC, some of the bolts are longer than others. A
too long one, in the wrong spot, might keep it from
sitting flat and sealing.

I did have a 6600 one time that was REAL bugger to
get sealed up. The PO had broken a chunk out of the
block on the egde of the coolant port. Don't
remember how, but did eventually get that leak
stopped.
 
The same thing happened to me recently with my 4600SU. I tried three times, used thick gasket material and checked the length of the bolts and the depth of the bolt holes. Leaked like a sieve just flowed out as soon as the coolant level reached the water pump. I gave up and used the backing plate from the old pump with the new pump front. Held tight first time and holds at normal temperature and pressure.

All the can surmise is the back ate was machined incorrectly.
