1st gear with 28" wheels-3mph, 24" would be?

I have an older 4000 4cyl, 4spd with reverser. I've read that even in 1st gear it will be too fast for a tiller, I have some 24" wheels I could put on if it would make a difference? I have a bottom plow and good disc already so I don't need the tiller just have the opportunity to get a good 6' Howard tiller pretty cheap. Thanks for your input!
 
I don't have any tires here to measure, but a difference in diameter of 4 inches should change the circumference by about 12.5 inches. The true numbers will be a little different because different sized tires have different profiles so going from a 28" rim to a 24" rim could change the circumference by more or less than the change in circumference of the rim itself. but the change in circumference probably won't be much more than 15 inches. Given that a 28" rim with a tire that has a 10" profile would have an overall diameter of 48", the circumference would be about 150 inches, and a reduction in circumference of 15 inches would be a 10% reduction in circumference which would result in a 10% reduction in speed as well, so you would only be slowing the tractor down from 3 mph to about 2.8 mph.
