1st gear with 28" wheels-3mph, 24" would be?

I have an older 4000 4cyl, 4spd with reverser. I've read that even in 1st gear it will be too fast for a tiller, I have some 24" wheels I could put on if it would make a difference? I have a bottom plow and good disc already so I don't need the tiller just have the opportunity to get a good 6' Howard tiller pretty cheap. Thanks for your input!
 
A lot depends on what 28 tire you have and what 24 tire you have. If you say take a 14.9X28 and install a 9.5X24 you are almost cutting the size of the tire down by at least 1/3 if not 1/2/. But with out doing a roll test etc would be hard to say for sure. I know when I park my A/C next to my Ford 841 the tires on the C sure as heck are at least a foot smaller then the ford tires
