Ford NAA Engine Surges

Working on a Ford NAA that has sat some. I put new plugs, wires, distributor cap, rotor, and battery on tractor. It's still 6 volt. Took sediment bowl off, drained tank, tank is clean. Cleaned up sediment bowl, cleaned filter going into carburetor. I have good gas flow to the carburetor. Took carburetor off and rebuilt it. Carb was clean inside when I took it apart, but I went ahead and put a rebuild kit in it, the power jet that goes under nozzle was not there??? Don't know if that is my problem? Tractor runs, but wants to surge some. Tractor seems to run smoothest with idle needle turned all the way in? Thanks for your help.
 
It is running lean. The governor is trying to compensate for
that causing the surging. Turning the air screw all the way in
enriches the fuel mixture, further pointing to a lean condition.
You could try opening the main adjustment needle more, but
if that doesn't do it I would take the carb back apart.

Some models of carbs didn't have the main jet below the
nozzle, but even if it was supposed to have it leaving it out
would cause it to get more fuel so I don't think that's the problem.
 
Does choking it hurt or help?? If it helps try turning the ,main jet out. If you can turn the main jet out to the point it will come out of the carb and still run you have a clogged passage in the carb
 
That say is it running to rich or weak spark. Or maybe the air cleaner is needing to be cleaned out and new oil put in
 
I run it with air cleaner unhooked from carb, still didn't change anything. I put new plugs, cap, rotor in it. Will look into points and coil. Thanks for your help.
