hours are always a crapshoot.
The one modern tractor I always have for loader work......
When I trade them in, they have shockingly low hours and look/run as new.
But, I won't sell one outright, trade-in only.....because they are worn out.
....every single minute of their use was very hard loader work. Other jobs I use my other tractors.

On the balance of probabilities I'd say it's more or less accurate. Rear Titan's that didn't go boom boom yet that look in good shape commensurate with those hours.
Like has already been said, the only way you'll ever know is by acquiring it new and keeping track of the hours yourself. Tach on 10's were notorious for breaking cables or simply getting disconnected...
