Ford 3600 power steering intermittent

Today it had quit raining and warmed up enough to work without gloves so I thought I would tackle this power steering problem. I couldn't budge the nut that holds the steering wheel on with my 1/2" drive ratchet. OK, I moved some equipment around so I could get close to the air compressor and used the impact wrench to loosen the nut. It required the impact until the last thread. It should have spun free when the locking part of the nut was above the threads.

Hmm, I had had it into a shop because it needed the upper seal replaced. It looks like a hammer was used then to get the steering wheel off and it swelled the end of the shaft so the nut wouldn't come off. I can't move the steering wheel at all, even with using a wooden block and hammer to beat it from the bottom. I'm suspecting that the shop had the same problem and had to hammer it off. Where do I go from here?

My thought is that the easiest way to get the steering wheel off is with careful use of an angle grinder to get close to the splines to get the steering wheel off and replace the steering wheel with a new one. Any better ideas out there?
 
We built a device for pulling those steering wheels without wrecking the plastic center.
Found a piece of steel pipe that fit a little loose over the column and split it in half lengthways.
Bought a muffler clamp to hold it together after you put it on.
Then you can get a regular gear puller on it.
It worked good.
I have had to smash away the plastic and as you said, take an angle grinder and split the hub. Then they come off pretty easy.
Replacement steering wheels are not expensive either.
